In order to qualify as a Higher Education Provider (HEP) under the Higher Education Support Act (2003) (HESA), the Entertainment Technology Center, Australia is obligated to provide students with a course assurance arrangement. The purposes of the course assurance arrangement is to protect students in the unlikely event that the Entertainment Technology Center, Australia ceases to be able to provide the Master of Entertainment Technology (MET) course of study, by enabling students to:
- complete their MET in Adelaide (when applicable) or other locations where the Carnegie Mellon University Entertainment Technology Center provides the MET course of study, and
- if necessary, obtain placement in an alternative suitable course of study, and
- if necessary, receive a refund equivalent to any student contribution amount or tuition fee paid for any undelivered units of study in the MET (Note that a refund is not provided if the Entertainment Technology Center, Australia, with the student's agreement, transfers the student contribution or tuition fee for any incomplete units of study to another HEP in order for the student to complete the comparable course of study with that HEP).
To satisfy this course assurance arrangement, the Entertainment Technology Center, Australia has received a binding, written commitment from a third party which provides that if the Entertainment Technology Center, Australia ceases to be able to provide the MET for financial reasons, the third party will provide the appropriate financial assistance to the Entertainment Technology Center, Australia so that it may continue to provide the remaining units of study in order for students then enrolled to complete the MET course of study.
Further, the Entertainment Technology Center, Australia, has arranged for a third party to guarantee that if the Entertainment Technology Center, Australia ceases to be able to provide the MET, the students then enrolled in the MET course of study will receive a refund of the student contribution amount or tuition fee paid for any undelivered units of study, or the funds paid will be transferred (with the student's agreement), to the HEP into which they subsequently enroll (Tuition Fee Assurance Guarantee). In addition, at a student's request, the third party guarantor will, subject to specified contractual limitations, use its best efforts to enroll the student in a similar course of study at another HEP within Australia which leads to the same or comparable qualification as the MET course of study and allows the student to receive the maximum credit possible for the units of study completed by the student during the student's MET course of study (Course Assurance Guarantee).
In accordance with both the Tuition Fee Assurance Guarantee and the Course Assurance Guarantee, students have the right to make a claim directly against the third-party guarantor for a refund of the student contribution amount or tuition fee paid for undelivered units of study and/or placement in an alternative suitable course of study. To make such a claim against the guarantor, a student should prepare a statement of claim which indicates that it relates to the Carnegie Mellon Entertainment Technology Center, Australia Tuition Fee Assurance Guarantee or/or Course Assurance Guarantee and includes the following information: Full Name; Student Number; current course of study (i.e., MET); if applicable, list of undelivered units to which the claim pertains; if applicable, the amount of refund of student contribution amount or tuition fee claimed; and, if applicable, a request that the guarantor immediately use its best efforts to enroll the student in a similar course of study at another HEP within Australia which leads to the same or comparable qualification as the MET course of study and allows the student to receive the maximum credit possible for the units of study completed by the student during the student's MET course of study. The claim should be mailed to: Carnegie Mellon Entertainment Technology Center Australia Tuition Fee Assurance and Course Assurance Guarantees, c/o Jerry Adams, Executive Director, Carnegie Mellon Support Unit, L3, AON House, 63 Pirie Street.
Of course, if the Entertainment Technology Center, Australia ceases to be able to provide the MET course of study in which a student is enrolled, a student may always transfer and enrol in the Entertainment Technology Center at Carnegie Mellon University's main campus located in Pittsburgh, Pennsylvania (or any other then-existing Entertainment Technology Center campus), to complete the remaining units of study for the MET course of study.
